The first shot shows a heavy installation fixed to the top two courses of brickwork. The chimney is quite old and bricks will be soft. Despite the (probably superficial) new pointing the mortar might be none too good. The top inch or so of the bracket is resting on the haunching that holds the chimney pot in place. The installer could have fixed to the next two courses just as easily. You might notice a strange black thing on the mast. The second shot shows the contents of this grisly parcel: an indoor splitter, nicely corroded!
